He, along with Huey (another Adoptee) were adopted together; however, their guardians were just overwhelmed with the peeing, so he has been returned.
Pugs can be a little difficult to toilet train -- they need vigilance and consistency. Moufassa deserves a retirement home where he will be loved and cherished, and will provide the consistency in housetraining that he needs. He is very smart, and we all know that a Pug will do anything for a cookie!.
